And how is it different from IPv4? Either you pay your ISP for a fixed
address (in this case fixed prefix) or you use dynamic DNS to
associate current address with permanent name.

My prefix hasn't changed in over 4 years.  In fact, it has survived replacing, at different times, both the modem and the computer I run my firewall on.  Then again neither has my IPv4 address changed since I replaced my firewall computer.  Given the immense IPv6 address space, there is no reason for an ISP to change a prefix other than being nasty.
