For me to install it manually, it would be because someone would have mentioned it here, but I found no reference to it.
It's never been installed on my system, so perhaps it got hauled in on yours if you allowed recommends or something like that. I certainly allow recommends, yes, on all my machines.
This laptop is heavy weight to carry, so I rarely use it. Only when I move somewhere for days, otherwise I carry my tiny laptop instead. Thus if I tested a command I would use the desktop machine or the tiny laptop, but not this big laptop. But it was this big laptop which got the plugin installed, which is why I think it was something automatic. It seems odd that there is apparently no way to tell when and how a package was installed. It seems like that would be a basic audit requirement. Kind of like sudo can let you see who did what.
/var/log/zypp/history does provide some indication in that it logs an event when you start YaST, so it would be interesting to see the bits of log from around the time that the package was installed. Perhaps somebody who knows more would be able to tell us what to look for?

Well, yes, but that will only be relevant if he used zypper to install it. And y2log shows only YaST things. So I don't completely understand why but # less /var/log/zypp/history | grep rust | grep -v [Tt]rust is the only command that shows me anything about when I installed rust. Neither zypper-log nor ...y2log show me anything.
Btw, the plugin is in both the 15.2 and 15.3 main repositories.
Interesting. I can see it is in the 15.2 repository and was apparently submitted/updated by Ludwig Nussel. Two questions: (1) why would he do that if it isn't applicable to openSUSE? and (2) why don't I see a 15.3 repository when I search https://software.opensuse.org/ ?
