Yes.
If something doesn't work because of a not installed recommendation, that would be a bug.
But if you do not switch recommendations off (either by command-line option --no-recommends for zypper, or by setting installRecommends=no in /etc/zypp/zypper.conf) it will eventually be pulled in again.
