Oh, absolutely! Nothing beats a train load of hard disks 😉

Even a single truck load beats fibre.

What throws me out is the requisite of throwing away the media after one use.

They want to remove any possibility of data leaving the private network. 
One can conceive of malware where, if present on the private network,
could try to find ways to reach the outside.  Disk drives could be contaminated
just by mounting on a system.  It happens in the Windows World all the time!
