28.8 *and* PCI? Are you sure it's not ISA? (long black slot: ISA, short

Probably not a hardware problem. What errors to you see? Is your ISP
using CHAP, PAP, or what? What tool are you using to connect? WVDial,
KPPP, GPPP, or standard scripts?
