I´m not sure with string "Supplements:" What does it mean? Does it mean plural form of suplement? Or present simple tense?

I found -debug-info and -debug-source in a message which should be -debuginfo and -debugsource.
I also have some trouble to understand the msgid "%sPartition %s is %s over- capacity (%s filled out of %s).%s" Does it mean that the capacity of partition <second_%s> has reached some capacity limit and is now <third_%s> over this limit? What is the unit of <third_%s>? What is <first_%s>? Something like "Warning: "?
