I am uncertain of Chromium. Workaround my be to fill out form in browser tab (if able) and then download form. Firefox allows for form to be filled in open browser tab and then downloaded. Okular is able to open form but displays two errors though: 'This document has XFA forms, which are currently unsupported.' and 'This document has unsigned signature fields.' Apologies if this is not helpful.

XFA forms are a bitch, and if they use javascript, forget it. Only adobe supports it. Try wine (it will probably fail), or a virtual machine with Windows or Android. Sorry. You might try Foxit, there is a Linux version. But I don't think it has javascript. [...] Nah, doesn't, I just tried. Felix, I strongly recommend to bit the bullet and fill the form in Windows or Android or Mac, in a real or virtual machine, using the true Acrobat Reader, or you risk making an error that the javascript code is designed to catch. Downloading the downloadable form is not the problem. Chromium loads that and allows filling out fields. The problem is that loading from the right link on Windows it includes a facility to submit the form directly online, but Chromium does not. My brother was here yesterday with his Windows laptop and showed me the difference, but he didn't stay for filling it out and submitting. I just called him. He only went to my sister's, not home, and he's going to come back here to do this before going home. So, the issue is moot for now. I concur that FF 128.6.0 esr will edit the form. In my case it's downloaded directly from mozilla rather than an opensuse repository.
