Yes, I have Leap 15.1, 15.2, Tumbleweed and Windows 8.1 on that laptop. Leap 15.2 and Tumbleweed are having the problem with a dead keyboard. Via ssh I inspected the settings in Yast for the keyboard, which are looking normal. Then it is obviously a software issue and as many suggest to do, you should open a bug-report.
In the meanwhile perhaps you could try to use keyboard related packages of Leap 15.1 which are apparently working flawlessly.

I did the upgrade of Tumbleweed with more than 4000 renewed packages, but still a dead keyboard when showing the login screen.
