In general after you install 15.3, you will get everything, and everything is setup correctly.
The above blog just describes that we improved on previous instabilities behind the scenes.

What prompted my original query was that, like Andrei, having read the article I could find no repositories relating to Packagehub, whether "specific to SLE" or "shared" with anything, so it came down to which repos are needed and where are they; or is it all done by magic wand?
