We are trying to build our packages for openSUSE Leap 15 but hit a snag in the SeLinux package. It requires package selinux-policy-devel but this package is missing from the repos. It seems like the package exists in Tumbleweed and openSUSE Leap 42.3, but not in 15. From the other hand, the SeLinux documentation for v15 still contains instructions to install this package in order to create a policy.

Is this something that was omitted by accident or was it moved to a separate repo? What is the proper way to obtain and install this package?
