For those who followed my saga, I wound up buying a "new to me" computer (just old enough to use "normal boot" and not UEFI--thank goodness.  Now 15.3 is up and running....Getting it configured to my liking and then it is back to "normal". (I sent my drive out to see if data can be recovered)

So, I also tried running yast, and it runs just fine here also.

Maybe you are using Tumbleweed? You should say so.
