I also had this problem with my laptop using wireless connection. I switched to the Ethernet connection and problem was solved. Perhaps a problem with the wireless driver.

No, I use the Ethernet connection, does not have a wireless interface in my desktop.
Strange thing is that I can connect OK from my smart phone with Tumbleweed to forums.opensuse.org from the same home network. Also when I use Leap 15.3 this works, so it must be something in Tumbleweed. Another strange thing is that I can connect via IPv6 to other sites. Could it be something with an OpenSSL version?
