I just ran

| zypper refresh

and got the same errors.

But your network is OK? Can you connect to your URL like https://download.opensuse.org/repositories/M17N:/fonts/openSUSE_Leap_15.3/ repodata/ from your browser?

Next would be to take a look at the content of /etc/zypp/repos.d/ and take a look at the failing .repo
