This is on Tumbleweed I assume? Since Tumbleweed is a copy of openSUSE:Factory, we only make the 'latest and greatest' available there. On SLE we have a toolchain module which receives a new gcc version about once a year. This is pretty much also the release cycle of the upstream project. I'm not sure right off hand if we do the same for Leap. I will talk to the toolchain team about this. We should make the same compiler selection available there as well.
For HPC purposes I'd suggest to use Leap 15 currently. 42.3 still doesn't have all the packages, yet.
