Yes it is temporary, but it will persist for a few weeks: https://github.com/numba/numba/issues/9708

In the meantime all packages depending (and I really mean depending, not using it optionally!) on numba will have to be content with numpy1 (or an old numpy 2.0, but that one is not in Tumbleweed anymore).
