Okay, I'm curious - we see similar stuff every now and then, but not
week by week. What does the stuff above really mean, who is Max Lin,
why does he/she feel the need to report here, and what is the meaning
of Red/Amber/Green?

So it *seems* like Boosters mail is now redirected to the Project ML.
Recently, the Booster IRC channel was also redirected to the Project IRC
channel and this I see as a great move and am glad to see it
accomplished on IRC.
The boosters team tends to send standup reports each week on their
accomplishments/tasks/progress/etc.
But, not sure if Boosters mail should be redirected to Project ML. At
least not in its current cryptic format. If my assumption is correct,
then Boosters mail ought to either a) stay as boosters ML that people
can freely subscribe to or b) write booster mail in a way that is
mindful of the broader Project readership.
