No, you shouldn't, there should not be any conflicts between "Updates"
and "Tumbleweed". What specifically are you seeing here?
Note that yast2 and a bunch of yast packages got removed from Tumbleweed
a few days ago, so you will revert to the "updates" and "base 11.3"
versions of them when doing a 'zypper dup' update.

I find it best to have no priorities on my repos, with only 11.3,
11.3:Updates, and Tumbleweed as repos, everything works fine.
