No, the major difference is that we don't guarantee the package in
Contrib will receive fixes for the lifetime of the distro. We would love
to acheive that, but it is not always possible (if maintainer drops
out). This is unthinkable for Factory package.
Reading the contrib page, I see nothing that tries to
answer that question.
You are right, we need to document it better. We are also reworking on
