We did not put 13.1 in the title, as the book still needs to be updated for 13.1 -- with 11.4 there was a package PolicyKit that brought in a polkit-auth command. That package no longer exists in 13.1 -- packages are structured differently now. I cannot tell if you also need a different command now, or just need to know the right package.
By adding '13.1' to the title he triggers false assumptions. Sorry for this!
