As a customer with a single subscription you are entitled to file as
many Service Requests (including bug reports) as you want, though. ;-
)
Different terminology, different tools, and a different group
(support)
fielding those requests which may turn into Bugzilla entries
internally.
As you point out the customer interaction does not happen via
Bugzilla.

PS: There is work in progress looking into opening Bugzilla where
possible, and improving bug reporting in the context of Leap is a
big focus, too. Stay tuned.
