What do you mean here? owncloud is one of the packages that is not part of the distribution, it is only available from third-party projects below isv:ownCloud

That means this it is built for Factory not that it is part of the official distribution. If it were you probably wouldn't search for it in the first place but simply "zypper install" it. The reason why users make use of additional repositories seem to be that either a package is not maintained as part of the official distribution or because they want a newer version of it. In case of the former we'd have to ask why that is and how to encourage maintaining it in the distro since that is our main product.
