Sadly this task is only doable by SUSE employees because of the server location :-/ If that is not a problem for you and if you are interested to learn more about this very important openSUSE service, please contact me.
Regarding the ml admin, we can split the work into two parts, the social and the technical part.
If you mean that 'socal ml admin' exclusively means telling people to follow the rules, sure this can be done by anyone. I don't really care how we classify the things that need to be done as long as someone does them.
Regarding the "technical ml admin", I had a discussion about it today with my team, and it seems the need to be a SUSE employee is not needed any more. There are plenty of parts that are public, there are parts that can become public, and there are parts that will need to remain private.
It seems your team doesn't really know what's going on. And that's okay, you haven't been involved :-) Next to nothing can be done without access to the server. No MTA/MLM logs can be read to investigate problems, you can't unsubscribe people, create new lists, change list options, start/stop services etc. But if your team wants to take over and organize this differently and change this, be my guest. Do you want to?
