I'm installing into a OS390 Guest. I actually boot up on a card punch. Do you think the yast2 module will work with this config?

Why don't you simply use the "installation server" YaST2 module? We wrote that to finally get rid of these kinds of issues.

That module will generate the exact directory structure you need for a network installation, and IIRC S/390 machines are always installed via the network - see the installation instructions that came with the SLES.
