There really isn't anything specific to openSUSE about using or integrating a milter. You just need to integrate the milter with Postfix - the MTA used on openSUSE [and generally every modern distribution]. sendmail.mc is part of the M4 based configuration mechanism for the sendmail MTA - which is rarely used anymore.
