I have reintsalled apache, apache modules, including mod_perl (but not
perl package itself), run SuSEconfig, but nothing helped.
Also, I have tried to turn off mod_php4 and mod_ssl. It seems mod_perl
problem is not related to other apache modules. Other modules installed
are contrib and status, anothers like dav have been turned in rc via YaST
since they are not installed.
Any idea how to fix this?
Move the PERL secton:
LoadModule perl_module /usr/lib/apache/libperl.so
LoadModule php3_module /usr/lib/apache/libphp3.so
LoadModule php4_module /usr/lib/apache/libphp4.so
pear:~ # rcapache restart

The default in 7.1 is broken, at least in combination with other mod_*
