Refering to the package in devel:languages:python, ImageTk* and _imagingtk* were _included_ by the %{python_sitearch}/PIL line in the %files section. However, the author of the spec wanted to let them rather go to the subpackage -tk, which lists the two files a couple of lines below, and for that they had to be excluded from the "normal" package in the first place. This package does not handle the pyc files at all.
