There is no licensing issue. xfce4-weather-plugin used to retrieve its data from theweatherchannel.com using an application-bound web API key. Free access to the web API was terminated last year and the included key no longer works, the package in home:vitezslav_cizek:branches:X11:xfce uses a key from a different application which apparently still permits access.
