Err, no. The question was how to create cached .pyc files in a shared directory as a user on demand. That's similar to pre-rendered man pages (cat files) from old times, which were created exactly the same. Of course for this it's necessary that the creation process (python) would at least be guid so it can write into the shared cache directory no matter which user called it. I'm not saying this is a good idea, merely that the problem of cached "compilation" results shared between all users has been solved.
