No, it is a fallout from changing the primary python to python311. It probably wasn't caught in any staging, because old packages don't linger around or get imported from repositories like they do in the devel projects.

I spoke too soon. python310-packaging builds with the change but still provides python3-packaging. Because it still uses python311-base-3.11.3-2.1 and python310-base-3.10.11-1.3.x86_64 which do not have the switch yet. I guess we will have to wait for the next snapshot (d:l:p imports from openSUSE:Tumbleweed/standard not from openSUSE:Factory/standard).
