[opensuse-packaging] New project "network:cluster"

Dear all, I would like to announce a new project "network:cluster" which has split off from home:darix/torque and currently just contains torque (job queuing systems for clusters/HPC). Thus, if you use torque, redirect you to the new obs address - with the latest version of torque. If you have suggestions for other packages which should be put there, tell me; I have some ideas, however.
