echo FAIL_DELAY 0 > /etc/login.defs triggers the bug. rm /etc/login.defs is a workaround for the bug.
So useradd does not read /usr/etc/login.defs anymore as soon as /etc/login.defs exists. https://build.opensuse.org/package/view_file/openSUSE:Factory/shadow/chkname... then uses the built in default for CHARACTER_CLASS which is different from the setting in /usr/etc/login.defs. So useradd either needs to read the global defaults in any case or fix the built in settings.
