The difference is that with the "+"-sign room for interpretation is opened up.

The plus sign can be read as being just a part of the version name, but also in the meaning of "v3 and any later".

Since nobody knows the license conditions of a GPL that is yet-to-come it might not be the best to leave it open to this interpretation.
