Blame in this case is certainly a strong choice of words. I wouldn't go down that direction. There is really no one to blame.
All I am asking for is a little restraint. Give the package maintainer some time to do the job before accepting requests. I am a project maintainer in devel:perl project and make it a point not to accept SRs for packages where I am not also the maintainer unless they are maybe a week old. This gives the package maintainer a chance to take a look at the SR first. And we can certainly argue whether a week is sufficient.
From my point of view that is common sense. As a project maintainer I do
not know the intricacy of all packages in the project. Thus, package maintainers should get a first shot at the review.
I personally find it demotivating when I sign up to maintain a package and then someone else simply pulls the trigger on accepting requests.
