So are we distributing a program or are we distributing a distribution? If it is the latter, why do you think in the granularity level of a RPM package? But assuming that you read the whole paragraph which you quoted and which the "program" above is referring to: "you may copy and distribute verbatim copies of the Program's *source code*".
