Confirmed, opensuse.c3sl.ufpr.br mirror traffic reduced a lot in the last days.
I checked the mirrorbrain setup and have to confirm that the problem was on the openSUSE side: after the downtime, the apache could not reach the database any longer and therefor felt back to deliver the files from his local storage. => database connection is restored now, your mirrors should see some traffic again.
