Earlier this year I refactored logind a bit with exactly that use case in mind :-) logind already has means to schedule shutdowns and exposes the time via dbus properties. It also sends notifications. So far only via wall message though. Doesn't take much to extend that to also have dbus signals I suppose. IOW I'd eliminate rebootmgr from the equation and go for a generic solution based on logind.
