This bug looks like a duplicate of bsc#1163328 or at least quite similar. 

In that bug we finally discarded to define some default in the control file
because the network dhcp configuration takes place very early during the
installation as described in
https://bugzilla.suse.com/show_bug.cgi?id=1163328#c3 and therefore the defaults
will be ignored or will be hard to determine if it is a manual change or not.
