I think this is a YaST Bug

YaST Team - Kubic is now using the timezone_proposal module

Clicking on the Timezone option on the Installation Proposal screen takes you
to the timezone module as expected

Users can pick whatever settings they want

Changing the timezone setting does NOT take effect, as reported in comment#0

Changing the tickbox for 'Set to UTC' or local however DOES take effect,
suggesting that the module is somewhat working, but failing to fully read or
present the changes made.
