it could, that was attempted with the Packagekit/microdnf backend
It failed, it was not reliable enough/at all

The plan for the MicroOS Desktop is to disable/hide that function in GNOME
software and rely on the "traditional" transactional-update automatic timers,
with some kind of notification showing when a reboot is needed to activate an
automatically installed update
