rootless podman works fine for me, too. I fail too see why it should not work.
The file and directories are readable by everybody.

This sounds like something on your container runtime is not Ok, not the latest
updates? Some other modifications blocking access to the file?

There are no problems with that container as root or rootless with podman on
current, fully patched openSUSE MicroOS, Tumbleweed and SLES15 SP3.
