There's no set policy.
Factory typically gets whatever kernel is in Kernel:HEAD (git master).
There may be a period where it receives -stable updates but this really
only applies until I merge the next -rc2 release. If that builds
properly, then I'll push it to Factory. Unfortunately, in this cycle,
there have been build failures that still need fixing (from mainline,
not our patches in most cases). Once those are cleared up, I'll push
3.9-rc8 to Factory.
