[opensuse-kernel] retiring UP no APIC patch for 10.3
Hallo, Traditionally SUSE kernels disabled the APIC on UP or older systems. These patches always were a source of bugs unfortunately because being relatively intrusive and not in mainline. This was originally added because old kernels used to force APIC if the CPU supported it and often systems were not set up to handle that failed. But newer kernels never try to force APIC if the BIOS didn't allow it explicitely, which avoids most of the problems. Other distributions also seem to ship with this and it works for them. The APIC can be still disabled with nolapic (or noapic for only the IO-APIC) Currently the patch is not in for 10.3 and unless we get a lot of reports of broken old systems in Beta because of this I plan to not add it.
