A "zypper dup" to this snapshot yields the following conflict:

File /usr/share/man/man8/rfkill.8.gz from install of util-linux-2.31-1.1.x86_64 (openSUSE-Tumbleweed-Oss) conflicts with file from package rfkill-0.5-8.6.x86_64 (@System)

As a conflict in the man pages is never deadly, I went ahead with the update. The resulting "man rfkill" looks normal. Still, I'm not quite sure why package util-linux should have the rfkill man pages.
