It will _not_ break hotplug. But it'll break all non-compliant devices
unless they are in the list list of quirky devices.However, we know
that list is incomplete. But we don't know how incomplete.
As a compromise, we might change the default to enable it only for
devices with drivers in the kernel. That would be a kind of whitelist.
