I cannot reproduce it with default TW repositories. kernel-source only
pulls in kernel-devel and kernel-macros. And even with "zypper in
--recommends" I only get openssl-devel. I wonder where
kernel-default-devel comes from in your case.
Perhaps it was recommended by some other package already installed in
the system. Soft dependency (Requires) would allow uninstalling with
"rpm -e ..." but then zypper would add it back.
