There are really tough cases. Suppose you have / on a RAID volume in degraded state. Do we really want that case in the boot loader?
1) what is degraded? A bad mirror on a RAID10 that's being rebuilt? That's hardly a cause for concern. 2) If it is your prime choice 3) if it is where your ramdisk loads from, not alot of choice
I am afraid that question has to be answered in the negative for the general case.
General case seems like normal case, especially if you need to recover a system. If it won't boot, resort to a USB key. None of the cases you mention are reasons not to boot from disk.
