I don't understand why it is not possible to force remove of such packages/projects. I have the very same problem with some repositories in the Kernel:stable.
I also do not understand this restriction. If I can delete all packages and do osc wipebinaries, then what does this restriction protect against?

And fixed also osc to do the right thing here and really to enforce the removal (but it can't delete the stuff of other peoples, so it may still make sense to ask an admin to do the removal in such cases).
