I expect this should live in udev or in the kernel-firmware repo (at least the Intel microcode should be there if possible). But the code has no license described and quick googling didn't tell me whether it's already part of some mainline project. If it's clear where this should end up, I'd like to give it a test and integrate it if it works as expected.
