strangely the uas module doesn't load automagically .. after modprobe -v uas the disk is finally there, hurra :-)

It is a bug, but it is not a kernel bug. The final choice between storage and UAS must be made inside the kernel during probe. It cannot be done based on the properties as udev by default does. It is simply never a valid thing to load storage without UAS or to load UAS without storage if both are compiled. So please make a bug but against base system. The module rules need to be changed so that loading storage always also loads UAS and the other way round.
