Could you check whether re-installing the old kernel-preempt-5.3.18-lp152.69.1
makes the network working again?  i.e. the problem is seen only on
preempt-*.72.1?

In anyway, please give the detailed hardware information.  The output of hwinfo
would be helpful, and also the output of dmesg from both working and
non-working kernels, too.
